Help with verifying bit depth...

Julf's method is a nice way of detecting 24-bit files that are 16-bit files padded with zeros. I wonder if there is software that could identify 16-bit files to which very low-level random noise has been added to make them look as 24-bit files. I am not an expert in signal processing but what I learned in maths suggests to me that it should be feasible to test if the low-level information is just noise or something else.

A question for others, does Sony's Sound Forge 6e software perform this bit check ?
