Volumio app can't find DigiOne after Volumio Shutdown

When I Shutdown>Power off Volumio, I get the spinning balls that never stop. I'm told this indicates a successful shutdown. Correct?

But why is the app or browser IP address not able to find the device afterwards? Also, when I go to the Settings button on the iOS app start page to view the IP address, it shows “error” after attempting “connecting” for a while.

 

So my question: HOW do I restart Volumio on the Allo DigiOne after a shutdown? Any help is appreciated.

My Setup:

-Allo DigiOne Player (RPi 4 with 2GB RAM) with Volumio pre-installed. Brand new.

-Nirvana Power Supply
-Connected to my WIFI (50+mbps speed)
-Assigned a permanent IP address

After all, it must have been a corrupted SD card.

 

I reflashed the card, after which an app shutdown followed by a power-down on the RPi worked well. 

 

Power up the RPi, wait several minutes, then log on. Also worked well.
