As for .mp3 , this is mainly relegated these days to unenlightened individuals who don't realise that .flac is much better, can have similar small file sizes , and is lossless. Neither can I imagine the Record companies wanting to pay royalties to use .mp3 JRiver provided a downloader for HDTracks, but wasn't involved in conversion to FLAC. We can convert, but we didn't do it for HDTracks. MP3 requires no royalties now. It's public domain.
