When does a post propagate?

I sometimes (OK, almost always) edit after posting, sometimes (OK, usually) several times. The final message can be quite different than the original. If someone has signed up for email notifications, do they get the original attempt? I assume they don't see the edits until they visit the site?

Same here. You get the original post only. Often, when we quote and while replying the post could get edited.
