Apparently they consider Paypal a US transaction (servers in the US?) or if that doesn't work, use a US proxy server address for your browser. Or get a US address (anything) and fill in the signup fields with that. You don't actually use the address for anything, so it doesn't matter. One or these or a combination of 2 or more of them should work.
