Cables such as the attached will make an improvement due to the use of 2 separate shielded cables instead of 7 side by side wires of the usually too long generic cables of yesteryear. It should be first adjusted to give +5V out, then used to power the SSD. It can use a cut in half 4 pin Molex to SATA power lead as in the photo to connect it. A quick answer as I have to do a 120KM " school run" to Sydney shortly. Just using this PSU with the OS SSD does help, as it isolates it's electrical noise from the other SSD and helps to keep it's electrical noise from getting back into the rest of the PC . Even better is a dual +5V supply that powers both and isolates them better from each other. A HDD needs +12V and +5V and doesn't benefit as much from improved power. An internal Optical device does however, such as the LG GGW H20L BluRay writer that I use for ripping CDs. It's not exactly high res material. For best audio from YouTube you need to download and save it. The sweet spot for YouTube videos is with 1280 x720 videos which have the highest quality of .aac audio at 187Kilobits. 4K music videos can have as low as 64 Kilobits . The record companies don't seem to want you to have access to material with both great looking video and decent quality sound. I use low noise +12V to +5V regulation to power both my internal SSDs . In my case though, I further improve the existing +12V SMPS by doing this which can often help to reduce earth loops. You will need to make sure that the TPS7A4700 board you buy is able to take a reasonable sized heatsink. The one in the attached, for example, will be inadequate with the 850 EVO. You may also find a further increase in HF detail when using these PCBs which usually use very low ESR capacitors.
