On head fi on the thread linked below, it is mentioned that the i2s of the north star dac will not work with any other frequency other than 24bit/192khz,

So scrap the idea of using the teralink x for this.

If you want to go USB to i2s at 24bit/ 192 all i can think of is to buy one of those upsampling dac kits from ebay and scrap the DAC section and tap the i2s lines but i think thats quite a lot of effort to go to....

I was toying with the idea of changing to PC Audio in order to get more out of my DAC and that's what spurred my interest in the TeraDak-X.

the link you posted on head-fi about the North DAC is fantastic. Thanks a lot! Unfortunately you seem to be right: the NSD only accepts 24/192 over I2S. In that case I could would have to use a USB>I2S converter with a something like a Metronome from Twisted Pear or mod the SBR in order to have I2S output and use it with the Metronome or similiar. It would still be less expensive than the Off-Ramp, but I have no idea if the Metronome's upsampling of the signal would be on par with the North Star Transport and if the difference between the I2S and coaxial digital input are that great in order to justify the experiment.
