speakers for old tv,use att remote to control volume

my friend wants some speakers to bypass tv speakers....they have at&t u-verse,and would like to control volume with one remote,the u-verse one

 

the tv is Samsung 40" led...afew years old,but has no hdmi-ARC ,it has hdmi,toslink,rca

 

maybe I cant get the at&t u-verse romote to work....just thought Ide ask if someone has....she wants speakers ,so it can get louder,so some budget setup like 100 or less....two tvs,one for a soundbar....and other for 2 back of room speakers
