Best speaker for 100 - 200 USD?

Right. For some active speakers you might not need a DAC, you definitely don't need an amp with actives. But you also have the option of a 'Full Digital Amp' which takes a digital input and feeds passive speakers without need of a DAC.

Look at PSB, Elac, and Emotiva. Lots of good choices of both types of speakers. Don't have to worry about shipping from China, either.

Main listening (small home office):

Main setup: Surge protector +>Isol-8 Mini sub Axis Power Strip/Isolation>QuietPC Low Noise Server>Roon (Audiolense DRC)>Stack Audio Link II>Kii Control>Kii Three (on their own electric circuit) >GIK Room Treatments.
