"Could not connect to the iTunes Store" persistent error

Yeah, that's annoying. It wants to connect all the time, to be able to show your purchases and check for updated apps. Even if you don't use iCloud Music Library, it's checking the store regularly. Maybe if you sign out from your iTunes Store account it will stop?
