Ah now I know what's going on. The user has a bellsouth.net email address, and bellsouth for some reason blocks email from the CA server. Thus, Rustyears is unable to verify his email address to enable his user account.

 

I just enabled the user account, but I highly recommend changing the email address associated with the account so email notifications get through.

Nothing you can do. I've been working with them for months, going back and forth about the fact CA doesn't spam people etc...
