Question about 24 to 16 bit conversion in audio sample

Hi All - I'm a big fan of Maury Muehleisen. Can I get some opinions on this? Granted, I think this is a home recording, but it sounds to me like there are some digital gremlins in this recording. Is this an example of 24 to 16 bit conversion without dithering?
